The MCA have updated their guidance for applicants looking to gain an UK OOW yachts Certificate of Competency (less than 3000 GT in an unlimited area, II/1 Certificate of Competency). © Mark Harpur MCA introduces new route for UK Officer of the Watch (OOW) yachts Certificate of Competency (CoC) To All news 5 December 2023 The MCA have updated their guidance for applicants looking to gain an UK OOW yachts Certificate of Competency (less than 3000 GT in an unlimited area, II/1 Certificate of Competency). As the size of superyacht vessels continues to grow, acquiring the necessary experience for certifications like the RYA Yachtmaster Offshore or IYT Master of Yachts/Mate Limited 200 GT has become more challenging. In response, the MCA outlined MIN 580, providing a new avenue for individuals engaged on yachts exceeding 24 meters. This route allows them to secure an RYA Yachtmaster Coastal CoC or IYT Master of Yachts Coastal/Mate less than 200 GT CoC as an alternative option. The RYA Yachtmaster Coastal CoC serves as a substitution for the RYA Yachtmaster Offshore CoC when applying for an OOW yachts certification, catering to vessels under 3000 GT, with an unlimited operational area, II/1 classification. Eligibility for the RYA Yachtmaster Coastal examination entails candidates possessing 800 miles and 30 days onboard vessels less than 24m in length. However, completion of an RYA Coastal Skipper Practical Course can lessen this requirement to 400 miles and 20 days aboard vessels of any size. Securing an RYA Yachtmaster Coastal CoC or an IYT Master of Yachts Coastal Mate less than 200 GT CoC allows entry into the EDH course. However, holders of the IYT Master of Yachts Coastal/Mate less than 200 GT CoC are ineligible to acquire a UK Master, II/2, code vessels less than 200 GT CoC. The MCA acknowledges these certificates for manning UK-registered vessels in specific capacities and areas, albeit without assured international recognition. The parameters of this acknowledgement remain subject to continuous evaluation and approval by the MCA and the RYA/IYT. The PYA joins a growing community of superyacht owners, yachting organizations and businesses in encouraging their members to commit to five common goals in order to reduce their use of plastics. These goals are: To avoid any use of plastic bottled drinking water onboard. To filter and safely dispose of all washing machine microplastic waste.  To eliminate the use of all single-use plastic items with readily available alternatives, starting with the items due to be banned by the EU in 2021. (Plastic cotton buds, cutlery, plates, straws, drink-stirrers and balloon sticks) To reduce the use of single-use plastic toiletries onboard. Since the official release date, we will be generating the D-SRB to members files being processed and to those we have handled since Covid, by reviewing each file individually. How will I know when it is ready for me to download? You will receive an email notification and you will see an orange banner on your documents tab in your PYA profile. Where will I see it? It will be the first line in the documents list, in the documents tab, in your PYA profile. What are the requirements for the D-SRB to be issued successfully? Only PDF type files are accepted; Documents in multiple pages need to be in one file; Different certificates/testimonials need to be separated into different files (one document per file); Upload a passport photo to your profile; The text in the documents must be clear and visible. Failure of complying with the requirements will lead to the documents being declined and your file being put into pending until the issue is solved. What documents will be in the new D-SRB? Any certificates or testimonials that have NOT already been entered into the physical SRB and that have been approved by an SRB Officer.We are not transferring information from the old SRB to the new system. What will happen to the physical SRB? If your SRB is currently stored in our office, you will be contacted by staff to arrange the delivery of your SRB to you. You can accelerate the process by contacting certificates@pya.org directly. If you are in possession of your SRB, you can keep it and use it together with the Digital SRB when necessary. If I already have a physical SRB, will I always need to use both SRB and D-SRB when applying to the MCA (Maritime and Coastguard Agency)? No, you will not. For those members who have not recently applied for a new COC or Revalidation, they might have entries both in the SRB and D-SRB that are relevant to their next application, but once they have been used, all future relevant entries will be in the D-SRB only. How do I apply for an NOE or Revalidation now? All NOE and Revalidation applications need to be sent to the MCA by email as per MIN 655. You need to have your Digital SRB available in your profile before you can apply to the MCA for an NOE, so that you can download it and include it in your email to the MCA. Please do not copy PYA in the emails. If you are applying for your first NOE (first CoC with the MCA) then you need to send your original documents to the MCA by post as well (except the D-SRB of course).If all your required sea time (or part of it) is in a physical SRB, please contact us for a digitally stamped copy of your physical SRB so you can send that by email instead of by post. Is the D-SRB safe? The D-SRB is protected by a digital seal that safeguards the document from changes and contains PYA information so that for whoever receives the document is authentic and valid. Will I have access to the D-SRB even if my membership expires? By GDPR regulation we are allowed to retain copies of your documents on our system for a maximum of 5 years since your membership has expired. If you will require a copy of your D-SRB during that period, we can send you one by email by contacting certificates@pya.org . After the deadline, all your records (the D-SRB as well) will be deleted. We advise you always download a copy of your most recent D-SRB, but you will be notified 30-days before your account and records will be deleted. This included the new Commercial Engineering qualifications (for yachts, tugs, workboats etc.). 2013 Developed the Ships Cook Assessment route in response to MLC regulations. 2011 The PYA created the GUEST Program (now the IAMI GUEST Program), developing bespoke industry standards of training and certification for crew. GUEST accredited courses are now offered by training providers worldwide. 2004 Developed the MCA OOW (Yacht) Training Record Book, in consultation with the MCA. This included the Yacht Rating Training Record Book, leading to Yacht Rating Certification, which assisted the manning regulations for yacht crew. 1994 Created the PYA Service Record Book (SRB), validating sea service for MCA. 1991 Lobbied with the MCA (the Maritime Safety Agency) for the LY1 “Yacht” qualifications for Deck Officers. The PYA would like to advise all seafarers that the MCA has published MIN 543 to implement new arrangements for the verification of Sea Service Testimonials (SSTs) in the yachting sector. MIN 543 - Changes to sea service verification by the MCA To All news 14 April 2017 The PYA would like to advise all seafarers that the MCA has published MIN 543 to implement new arrangements for the verification of Sea Service Testimonials (SSTs) in the yachting sector. The MCA is transferring the task of verifying SSTs from their own staff to an approved 'Verifying Organisation', which the PYA has been since 1994 - when it was first approved by the MCA to verify sea service on its behalf. As from the 24th May 2017, all seafarers in the yachting sector who wish to apply for an NoE or for the renewal of a CoC will be expected to have their SSTs verified PRIOR TO SUBMISSION to the MCA. What does this mean for crew and how can the PYA help both members and non-members? There will be no change in the procedures for PYA members who are already using a PYA Service Record Book and who, as at present, will need to submit only a correctly entered SRB to the MCA. However, the PYA is now approved by the MCA to verify sea service for non-members , for which there will be a charge of €50 per testimonial. Both members and non-members can upload their sea service testimonials directly to a secure online area, where they can log in to see the status of verification for each piece of sea service. A preferred method of sea service verification by the MCA MIN 543 also requires compliance with quality management protocols and makes the processes undertaken on its behalf now subject to strict audit and control measures by the MCA. Note that the PYA has been authorised by the MCA to verify sea service on its behalf for 23 years - no other verifying organisation has this track record. The MCA has stated in the MIN that failure to submit pre-verified sea service under these revised arrangements "will cause severe processing delays of around 160 days." They have strongly recommended that seafarers in this industry use the services of the PYA (or other verifying organisation), as a "preferred method of sea service verification of the MCA" . South African Crew are warned against purchasing false boat papers to travel to the EU to look for work. South African Crew – Beware of this False Papers Scam To All news 5 October 2021 The PYA has recently learned that a Cape Town-based crew agent has been providing job seekers, for a substantial fee, with a clutch of documents that purport to show the holder is employed as a crew member onboard a yacht called S/Y ‘Malcolm Miller' (which is actually a UK-based Sail Training vessel). Due to the COVID-19 travel regulations, this documentation is issued to allow the job seeker to enter the EU and look for a real yacht-based job. A member of the PYA's confidential Member Assistance Service (MAS) has said, "Crew who try to use these false papers are risking not just their hard-earned cash but also legal problems. We know of one South African seafarer who was detained on arrival in France and deported. And, on top of this, there is the possibility that this person could be black-listed in the EU's passport control system." The meeting served as a platform for the Maritime and Coastguard Agency (MCA), PYA, and IAMI training providers to exchange information, address current issues, and raise concerns. “We received important feedback from the industry which was discussed during our latest meeting with all parties. The PYA is in regular contact with yacht crew to understand issues affecting certification and training and we want to thank our members for their valuable contributions,” said Kim Llorente, Operations Manager for the PYA. Below are a number of key areas discussed in the latest meeting and the updates we received: Oral Exam Booking System : The MCA acknowledged the challenges faced with booking oral exam dates. They are exploring alternative software solutions which will also prevent unauthorized individuals from booking exams on behalf of others. E-TR(B) Pilot: A pilot program for the E-TR(B) will soon involve 50 cadets. This mobile app will allow for completing tasks with the additional ability to include photos, videos, and other phone-generated information. Video guides will also be available, making the overall TR completion experience smoother. After the pilot, the app will be rolled out to all cadets and eventually to SV Engineers. Watchkeeping Service for CoC: The MCA may consider including watchkeeping service, beyond traditional seagoing service, towards the Certificate of Competency (CoC) requirements. However, comprehensive documentation of onboard activities is crucial in such cases. It is recommended to consistently follow this practice to avoid any complications with sea service verification. AEPC1 Course Update: The working group on the Approved Electric Propulsion Course (AEPC1) has held several meetings, with another one scheduled for early March. While the MCA confirmed that this course will not be mandatory for obtaining a CoC, it might become a requirement for working on vessels utilizing future fuels. SV Alternative Route and Exemptions: The MCA reiterated that IAMI holds the delegated authority to assess exemption requests for MCA exams. The MCA regularly audits IAMI to ensure that this process is conducted with strict adherence to established criteria, ensuring exemption is granted only to individuals with demonstrably relevant knowledge.
