The CIC inspections will be applicable for all ships, and conducted in conjunction with the regular Port State Control inspection. The paper side of this requirement, namely the insertion of new procedures into a current SMS, or the writing of a separate cyber SMS, only goes part way to meeting the intent of the IMO Resolution. The operational aspect is another story. The paper side of this requirement, namely the insertion of new procedures into a current SMS, or the writing of a separate cyber SMS, only goes part way to meeting the intent of the IMO Resolution. The operational aspect is another story. Yachting is a special sector of the maritime industry, in that the onboard entertainment systems, wifi stability, and uninterrupted connectivity, are deemed of equal importance as, for example, essential navigational data and machinery monitoring. One of the yacht’s entertainment channels may display position, route, speed, ETA, weather and other associated information. So essential data becomes mixed into entertainment, creating an infotainment scenario. Coming into this mix is whatever unmonitored external data streams are being sucked in by crew and guests. Accordingly, whoever has responsibility for a yacht’s AV/IT systems has two tasks. The first is to maintain the functioning of all units associated with entertainment and with communications/connectivity. The second is to detect and prevent malicious interference with such functioning. There is at present no recognised training programme nor any flag-approved qualification for AV/IT personnel in any sector. The IMO has published guidelines on achieving cyber security, but there are at present no flag-approved cyber security qualifications. The UK MCA has published a Code of Practice, but there is no mandatory training. The MCA’s ETO COC for the merchant service is totally irrelevant to the peculiarities of the yachting AV/IT field. All that is available at present is an ad hoc assortment of online self-learning, onboard induction by equipment manufacturers or installers, and some useful classroom courses which have no official sanction. The PYA, approached the Merchant Navy Training Board (MNTB) two years ago with a proposal to submit a non-mandatory AV/IT training matrix for yacht personnel, with sufficient credibility to attain formal MNTB recognition. Early work was interrupted by the C-19 pandemic. Recently a well-attended Zoom meeting was chaired by PYA Director John Wyborn to invite industry players to contribute ideas towards giving a recognised status to yacht AV/IT personnel. A small focus work group has now been assembled to produce a draft proposal for yacht AV/IT training and recognition. There is a general consensus that some core knowledge will be essential, but the time and monetary commitment required for mandatory classroom courses should be circumvented by using an online modular approach, incorporating some of the initiatives referred to above. For many positions on board yachts, AV/IT skills are a sine qua non for employment. The immediate intent of the PYA and partners in this enterprise is to give AV/IT yacht personnel official recognition of their skills, thereby enhancing career prospects and providing a negotiating base for appropriate salary compensation. In the longer term, the speed of technological advance and its concomitant vulnerabilities will force the IMO to mandate formal training to cover the AV/ITsystems on maritime mobile platforms. By that time, we intend to have in place an empirically tried and tested effective training system which will defend the yachting sector from such IMO over-reach as occurred during the drafting of MLC, 2006. Accordingly, any input from any crew member in any department about how to develop an approved AV/IT (Yacht) Certificate of Proficiency (COP) will be welcome. Think big, think outside the passive classroom setting, think about any personal lessons you may have learned from online instruction during the past 12 months, think for example about ways in which you can demonstrate and upload your skills, or record and transmit a successful solution to a technical AV/IT problem, to a remote monitor/instructor who can credit your work towards issuance of such COP.   • Sea Service Verification

    The PYA is authorised by the UK Maritime Coastguard Agency (MCA) and by Transport Malta to verify yacht sea service testimonials for all yacht crew worldwide. Your sea service is reviewed by the PYA’s Sea Service Department to ensure all the MCA’s definitions have been adhered to. This may require further information or evidence from the seafarer. Once everything is deemed reasonably true and correct, the testimonial will achieve it’s verified status. Step 1 – Why You Need It Sea Service verification is required for: Notice of Eligibility (NoE) applications, Certificate of Competency (CoC) revalidation and can be used to display your experience in your employment profile. PYA is authorised by the MCA (UK) and Transport Malta. Step 2 – Choose Your Option Full Members Get a Digital Service Record Book (D-SRB) an official document displaying all you verified sea service. Unlimited testimonial and certificate verification. Non-Members Get digitally signed testimonials (not a D-SRB). €50 per testimonial (a minimum purchase of two is required for the first submission). See all services Step 3 – Upload Your Documents Join or log in to your PYA profile and upload: Complete your profile (passport style photo, basic information, contact information, billing address) Certified copy of passport (.pdf) Certified certificates (optional) Step 4 – Use the Definitions Download and print the official MCA guidelines to complete your testimonials. Step 5 – Allow for Processing The process is fully digital and can take up to 25 working days: A. Fill the testimonial form on your profile and send to your signatory (Captain, Chief Officer, Chief Engineer, Owner or Manager). B. Once the testimonial is digitally signed and confirmed by the signatory , it will go to the Sea Service Department to be reviewed . C. The sea service will either be approved by the Sea Service team or sent back with a request for more information or review. We remain available to you at this point if you wish to discuss the comments. D. Once approved by the sea service team, the testimonial will go to the SRB Officers who will give it a final review and verification. E. Verified testimonials will be show on your DSRB or be officially stamped .   • Reducing CO2 emissions in the maritime sector - IMO DCS and EU MRV

    EU MRV and IMO DCS have been developed in the context of reduction of greenhouse gases (GHG)/carbon dioxide emissions, with the target to measure, and potentially reduce the CO2 emissions in the maritime industry. Reducing CO2 emissions in the maritime sector - IMO DCS and EU MRV To All news 27 June 2018 EU MRV and IMO DCS have been developed in the context of reduction of greenhouse gases (GHG)/carbon dioxide emissions, with the target to measure, and potentially reduce the CO2 emissions in the maritime industry. Whilst the EU MRV (Monitoring, Reporting, Verification) scheme, which has been in place since the beginning of this year, focuses on shipping activities to, from and within the EU area, the IMO DCS scheme covers emissions from shipping globally and comes into force on 1st January 2019. Both regulations only apply to vessels of 5,000 GT and above. According to Superyacht Intelligence , this is currently the case for only 33 yachts, however as the industry continues to grow, we will see this number rise and more yachts needing to comply.   • Yacht Job Scams on the Rise

    Over the last couple of months, the PYA's Member Assistance Service (MAS) has received a number of reports from crew who have been approached by scammers offering false jobs onboard yachts. Along with these direct reports, there has also been a number of incidents reported via the Yacht Crew Facebook Groups. Yacht Job Scams on the Rise To All news 26 November 2020 Over the last couple of months, t he PYA's Member Assistance Service (MAS) has received a number of reports from crew who have been approached by scammers offering false jobs onboard yachts. Along with these direct reports, there has also been a number of incidents reported via the Yacht Crew Facebook Groups. The motive of these scams is not clear, however, the PYA would like to warn crew that these scams might put them at an increased risk of individuals wanting to commit crimes of human trafficking, identity fraud or sexual assault. We have provided the details of some of these reports below and put together a survey to gather more information on the prevalence of job scams in the industry. Take our short survey now What has been reported in 2020? Majority of the scams reported involve female yacht crew. Report 1 - False job onboard We previously released the following report which gave the details of a job scam where a female crew member was recruited for a Stewardess position and asked to board a private plane to join the yacht. In addition to this individual, we received another report where the same scammer tried to recruit a female Chef under the same circumstances. Report 2 - Sexual assault during a video interview We received reports that young inexperienced Stewardesses had fallen victim to a false job scam. After applying to a Stewardess position in France advertised on social media, a number of girls were interviewed via a video call by an individual posing as the 'Captain' and asked to let their hair down and put on their bikinis during the interview. One reported incident included '8 hours of interview ing in 3 sessions, being asked to mess up her hair for him and get undressed'. Here is a visual of the original job post which appeared on social media: Report 3 - Inappropriate photos requested for interview Recently, it was reported via the yachting social media groups that another young girl had applied for a job online and had been asked for photos of herself in her underwear by the interviewer. 'A young girl who applied for a position on social media was asked to send photos of herself in her underwear, as this is how the industry works, according to the company. Our Guide to Yacht Rating Certificates To All news 15 June 2021 As we head into the start of the Mediterranean summer season for 2021, many deck crew will require a yacht rating certificate (YRC) in order to work onboard larger vessels. The PYA is an authorised issuing body of yacht rating certificates on behalf of the Maritime Coastguard Agency (MCA) and has been providing this certification to crew for many years. We interviewed our Certification and Membership Administrator, Bianca Grosu, who provides some more information about how to apply for your yachting rating certificate with the PYA. Why are Yacht Rating Certificates required? The YRC is required by vessels as part of their safe manning requirements, usually yachts that are over 200GT. In addition to this requirement, YRC are commonly required when applying for experienced/senior deck roles as they provide an assurance to Captains/recruitment agents that a seafarer has advanced deck skills and can deal with greater responsibilities. It is therefore recommended for deck crew to obtain this certification in order to grow within their rank onboard. Which crew are required to have them? All crew working on deck on yachts over 200GT are required to have a yacht rating certificate. This includes Captains, Officers, Mates, Bosuns, Engineers, Deckhands and in some cases they might be required for interior crew who also undertake deck duties or those who want to move into deck positions. Is the certificate issued to the crew member or the vessel? Yacht Rating Certificates are issued to the crew member, not the vessel and are valid for life. When a crew member moves to a new vessel they don’t need to reapply for a new YRC and can use their existing YRC. How to get your Yacht Rating Certificate? You can apply online for your Yacht Rating Certificate. Read our step-by-step guide , including all the requirements and documents needed to get your certificate. Our team should be able to issue your YRC within 2 weeks. If you have a specific question about YRC’s or would like additional information, please email certficates@pya.org . How much does it cost? The great news is that if you’re a PYA member, you can apply for your yacht rating certificate with no additional cost. For all other crew, you can join the PYA now as a full member and get 20% off the cost of your new membership, which is usually €185. You can enjoy all the benefits of being a full member, in addition to receiving your Yacht Rating Certificate. Alternatively, you can apply for your yacht rating certificate as a non-member for €80, or a shore-based member for €40.     Captain Thomas Auckland shares his first-hand account of the rescue of 16 migrants at sea off the coast of St Kitts & Nevis SY Genevieve crew rescue 16 migrants at sea off the coast of St Kitts & Nevis To All news 5 April 2023 16 migrants have been rescued at sea off the coast of St Kitts & Nevis after their fishing skiff capsized. Another 16 are presumed dead. Genevieve was en-route from Antigua to Saint Maarten when the faint sound of a woman’s scream was heard at around 11.30pm. The sail-yacht Captain immediately slowed and backtracked and at first found a man in the water clinging to a damaged lifejacket who became unconscious once on board, and, sure of a woman’s presence, they carried on the search to find her 400m away clinging to a plastic barrel. After being pulled from the water she mentioned an upturned boat that a further 30 persons had been onboard. She was in a very distressed state. The small boat had been heading for St. Thomas and broken down causing it to take on water that caused it to capsize in the 20kt winds and 2m seas. Captain Thomas Auckland, then coordinated his crew’s efforts to locate and rescue anyone else that could be close to them in the water. He discharged two red parachute flares to alert anyone in the area of their presence and sent out alerts to all of the required search and rescue organizations close by, including shipping. “With no knowledge of whether or not the vessel was still afloat, we decided to continue slowly downwind towards the brightest looms of St Kitts which would be visible from the water,” said Captain Thomas. The boat crew would soon encounter more objects floating in the water leading them to more survivors. “At around 00:28, the crew started spotting plastic drums floating in the water, and shortly afterwards they noticed a light coming in and out of sight, which later proved to be the light of a mobile phone being waved around. On approach we discovered the upturned fishing skiff, “La Belle Michelle” with 15 persons straddled on the hull, approximately 1.1nm from the first casualty.” “All the crew assembled on the aft deck, and together we quickly constructed a plan of how best to remove the individuals from the capsized vessel. This was a solid-hulled boat with two upturned outboards, so bringing it alongside in the given prevailing sea state was never a viable option. We therefore used the floating line and fender attached to a long Dyneema tail, which was floated downwind to them; then the line was tied around the leg of one of the outboards by one of the casualties, under instruction from our crew. We brought this to our STB stern and on to a primary winch for control. This line was at once under several tonnes of load, so once it was affixed we were very reluctant to move it. We then used a rescue sling with a thick Dyneema tail for grip and additional safety line attached. This rescue sling proved invaluable.” 

Each crew member was assigned a specific role during the rescue and incredibly 14 of the 15 migrants were brought onboard, unfortunately due to what is thought to be exhaustion, the last casualty fell into the water, and with the crew unable to recover him, was sadly lost. The local coastguard had been informed and by now several vessels were en-route to help. “Events now entered a new phase. I was clearly aware that we had 16 migrants on board, 13 of whom were male, of which we knew nothing other than the fact that they were willing to risk their lives being smuggled across to St Thomas. So we locked down the exterior of the boat and placed the female members of crew up forward, with everyone in direct radio contact. All casualties had been given water, sugary drinks, food and blankets, and were grouped together in the cockpit. The male crew members remained at the helm station, while I ran back and forth on the VOIP line with MRCC Fort du France, who requested that we remain at the scene until air support arrived. As there was evidently a security risk on board, at 03:42 we were given permission to depart the scene and headed directly to Basseterre in St Kitts, which was approximately 34nm away,” added Captain Thomas. “Once the day dawned and we were under coastguard escort, it became quite clear that these terrified Cameroonian nationals were extremely grateful to us and posed no risk to us at all. The female crew came and administered basic first aid; fed, watered and tried to dry out as much of their clothing as possible, before we arrived in Basseterre. On arrival in Basseterre they were transferred via coastguard boat to their base, where I went ashore and made statements to the various authorities.” A former PYA member, Captain Thomas wanted to share his story with seafarers in the hope that they could be better prepared for any incidents and what is now a growing issue globally, especially in both the Mediterranean and English Channel. He also wants to raise awareness for the Cameroonian Nationals stranded in Antigua with the hope of improving their quality of living. Sharing his first-hand account of the night of 27th March, his quick response and coordination with the onboard crew managed to save many lives.
 “I think what I take away most from this is just how well the crew performed under immense pressure: they were all making very sensible and rational decisions in a situation in which they have had very little training. We of course were incredibly lucky to hear a scream in the dark over the wind, and also unbelievably lucky that we were able to save so many people. We have sat together with an industry professional and dissected the night’s events in great detail, and we are also discussing it very openly among ourselves. All of the crew, myself included, are still in a stage of processing all that occurred. It is affecting everybody in a slightly different way, but knowing that there were 32 people on board, and only 16 survived is perhaps the hardest part for us all to comprehend.” Reflecting upon the rescue mission, and having had to come to terms with the fact that not all the migrants were able to survive the incident, Captain Thomas shared the following statement for all sea crews and captains should they ever be in a situation like theirs:

“ I sincerely hope that none of you ever have to encounter such an event during your time at sea, but if you do I hope this account may be of some use. In conclusion, never underestimate the importance of good watch-keeping – and rest assured that the teamwork and professionalism exhibited by your crew will leave you feeling very, very proud.” “I would like to thank, MRCC Fort du France, MV Britannia, Marine Assist Osprey, SY Midnight, St Kitts Coastguard and the numerous other vessels, that came together so selflessly, “it is an honour to sail the waters with you”. The rescue has reminded us how important it is for sea crews to work together during extraordinary circumstances, and to rise to the challenges that come. Thanks to their efforts and this personal account, crews can consider such events and become better prepared for them in the future.     The yachting industry has always been very discreet, largely unknown to the general public. Yachting and Public Opinion - Rough Seas Ahead? To All news 6 October 2022 The yachting industry has always been very discreet, largely unknown to the general public. The seizing of yachts of Russian oligarchs has placed our industry on the front page of mainstream media, from CNN to the FT, opening it up to public scrutiny. Since then, a number of initiatives have recently been launched which will impact the way we operate: In 2023, the Maritime industry will be included in the EU Emissions Trading Scheme. Yachts are - for the time being - excluded. However, powerful environmental NGOs are lobbying the European Commission to include yachting in the new scheme. In July 2022, a private initiative to track the routes of superyachts and calculate their greenhouse gas emissions was launched. It is drawing much interest and public support (this follows a similar initiative tracking private jets owned by Elon Musk , other businessmen and artists). On 24thSeptember 2022, climate activists blocked a quayside in Port Vauban (Antibes) - one of the most popular superyacht marinas in the Mediterranean, to protest against what they deem to be ultra-rich ‘climate criminals'. The above projects/actions are firmly establishing Yachting in the "court of public opinion". Collectively, we cannot ignore these issues and requests for public accountability.
