The aim was to reduce the administrative burdens caused by reliance on traditional paper certificates. e-Certificates are intended to eventually replace paper certificates across the industry. Even 5 years ago there were questions about the security of digital certificates. Paper certificates have always been somewhat susceptible to falsification in one way or another. Over the years these risks had been managed down to a level that the industry and our regulators were willing to accept. The security challenge for e-Certificates was, and is still, twofold. The first was to ensure that any e-Certificate replacing an existing paper certificate provided at least the same level of security as the old paper certificate and, quite frankly, this was always relatively easy to see happening. The second challenge is to future-proof the e-Certificate system to make it truly transformational. The key to the security of e-Certificates is the concept of trust. How can we trust that an e-Certificate is authentic, is what it says it is and has not been altered in any way? There are several approaches to this – most of us have come across Digital Signatures on digital documents or attached to emails. Indeed, the PYA has already started issuing a Digital Service Record Book secured by a Digital Signature and this has been approved by the United Kingdom’s Maritime & Coastguard Agency (MCA). For context, it should be pointed out that this is a long way from a simple picture of a written signature added to a document – Digital Signatures are complex algorithms that are unique to the original document. Some of us will have heard of the term Blockchain, most probably in connection with Cryptocurrencies, such as Bitcoin and Ethereum etc., that use the technology to secure the records at their core. Cryptocurrencies are just a very tiny subset of Blockchain technology and, although we might have a view about the speculative nature of cryptocurrency, the undeniable fact is that the records in the Blockchain can be trusted. Trust is the key to how they work. The simplest way to look at Blockchain is as software with special features to distribute data in a trusted manner. To do this, Blockchain fundamentally addresses the issue of provisioning trust in a process between parties, even parties that may be completely unknown to each other and/or non-trusted by the other. It is this trust in a process that differentiates it from Digital Signatures and similar approaches. It is also the key to making e-Certificates transformational. At the heart of any Blockchain implementation are the concepts of a Distributed Network, Immutable Records and Transparency. A distributed network – one where each point on the network has multiple paths to every other point on the network – is incredibly resilient. Copies of the entire Blockchain are kept at multiple points in the network and, by design, the Blockchain is Immutable (Nothing can be changed). Finally, transparency is built-in as many users (or sometimes, all) can see what is happening in real-time. In the maritime world, Blockchain use cases that are already commonplace include Container Documents (TradeLens), and Marine Insurance (Insurwave). Over a billion transactions monthly are being done via these platforms! Blockchain solutions are now being introduced for processes as diverse as Ship Registration, Port Clearances, Crew Certification and even MARPOL. All these processes share complex steps with multiple inputs from many authorities and other stakeholders. Blockchain works best in collaborative settings, even between parties who are not normally collaborators or who might even be completely unknown to each other, and the emphasis on trust in a process makes it an ideal glue to bind the entire process together – in real-time and in an automated way. Blockchain-enabled E-Certificates are dynamically generated in real-time by connecting to authentic data sources. Every data field of the certificate is verified from its original source. The benefits are instantaneous Fraud Detection, the highest level of data security, Regulatory Compliance and Data Privacy (GDPR Compliance can be built-in). For seafarers, a Blockchained Crew Certification process that is as automated as possible, and which is at least as secure as the current process is an attractive proposition. The Philippines is very close to going live with such a system “N-CAP” that combines inputs from Training Providers, Medical Examiners and National Authorities, checks that all is correct and issues the necessary certificates. The Seafarer has everything on an App on a smartphone or similar device. A Blockchain implementation of the Port Clearance process reduces the administrative burden on Ship’s Officers at what is usually a hectic and stressful time. A pilot scheme “N-MAP” has been completed in two Spanish ports and a full rollout is imminent in both as well as in a number of other Spanish ports. The Spanish authorities are also carrying out a pilot study of a Blockchained MARPOL reporting process whilst Denmark and Singapore both are working on pilot implementations of the Ship Registration process. In summary, Blockchain offers the potential of a step change across the industry. The PYA will continue to watch closely as the various pilot schemes develop towards fruition. The initiative brings together key stakeholders and industry players to solve some of the emerging challenges facing yacht crew - identifying issues and putting forward suggestions to improve outcomes. This month, Raising the Bar unveiled a new platform that will provide detailed career maps for superyacht crew in all departments. Created in collaboration as a voluntary exercise and hosted by the Superyacht Alliance for Professional Standards, these career maps are designed to guide crew at every stage of their careers, from initial entry to progression through the ranks. For each department, the career maps have been thoroughly pieced together to provide an overview of each pathway, including timelines to help manage crew expectations regarding the realistic pace of progression. Each pathway also includes a comprehensive summary of the qualifications required at every stage, both mandatory and recommended, and in line with the International Association of Maritime Institutions (IAMI) and the Maritime & Coastguard Agency (MCA). These will be regularly updated as any changes arise. The goal will be to encourage training schools and recruitment companies to share these defined career maps with both prospective and existing crew to highlight the wide range of career options available within the superyacht industry. Senior crew will also have the opportunity to use these career maps as they mentor, support, and encourage their juniors to develop key skills. Christophe Bourillon, CEO of the PYA said: “We are very pleased to be participating in this project. It is one of the only working groups where the various parts of the industry are being represented to discuss different issues with the ultimate objective of benefitting yacht crew. We look forward to taking part in these discussions.” A key driver of the initiative is to engage, inspire and retain superyacht talent, with plans to extend the career maps to shore based roles offering guidance and support for crew ready to transition ashore. Currently, crew turnover within the industry remains high. In Impact Crew’s 2015 survey, it was revealed that 78% and 69% of junior interior and deck crew, respectively, left within 12 months of taking on a new position. Average shoreside staff turnover rates are between 6 and 13 percent. The cost of replacing crew and staff runs far higher than the tangible expenses of recruitment, travel expenses and severance pay. There’s a raft of other costs that fly under the radar.   • Clarifying CyberSecurity for Yachts

Clarifying CyberSecurity for Yachts To All news 17 August 2022 Currently the IMO requires all Yachts over 500 gross tons to have a cybersecurity plan in their ISM, but the guidelines aren’t very clear. We asked Alex Bayeux, founder of YachtCyberSafe to shed some light on the subject. Cybersecurity for Yachts and Crews Regulation in 2022 Digital security needs to be addressed and managed as the IMO has made it mandatory [1] . It starts with an assessment of the yacht's digital perimeter as the IMO requires a holistic assessment, i.e., not just technology-centered but also on organization and human factors. IMO Requirements 1. Have clear and operational documentation about the yacht’s digital perimeter, systems’ accesses, sensitive applications, emergency situations, and back-ups. 2. An awareness training session for the crew and management-oriented training for captains and first officers are mandatory under the IMO regulation. You do not need IT security training or IT skills. Guidelines for Captains If you are starting the season within less than 1 month , do the essentials: a 1-day digital review mission and awareness training will be very profitable. Do you feel far from those basic practices for digital hygiene? Do not panic! The best defense against cybercrime is common sense. Just be very careful with phishing, attached files… and never hesitate to call someone you know to confirm bank details before ordering significant money transfers (fraudulent money transfer is a very profitable activity for cybercriminals). If you are finishing the season or in the maintenance period , it is time to act. Below is a “holistic” overview to assess and protect your digital security. Examples of easy and critical actions to implement onboard: Technology : Isolate your virtual networks, including Wi-Fi access. If a criminal gains access to a network (like “guests” or “crew”), he cannot reach sensitive networks (like “audio-video”, “CCTV”, “work”, “owner” …). Organization : Use a password manager to manage and share passwords onboard (Bitwarden, LastPass, 1password…). With a password manager, you will never need to reuse the same password. Moreover, you will not write any more passwords to share access with a crewmate: your password manager allows password sharing and keeps audit tracking of access and changes. For many groups, an experienced consultant is useful to create the appropriate setting, security and change practices within the crew. Human : Consider your smartphone as the most exposed cyber equipment of the yacht. Indeed, if corrupted, criminals can read your WhatsApp, listen to discussions in cabins, control your email box, spoof your identity, and get codes you are receiving by text… Basic good practice is to install only apps with an excellent reputation and from official stores and to regularly review access granted to apps(from the settings of the smartphone). If you really like playing, downloading, watching videos, etc., use a second device for leisure. This enables you to control your digital life, including who is allowed to access your data. Procedures : Update your essential procedures. Be aware, if you are using a standardized procedure, that you check they really apply to your real situation: yacht, crewmates, external contractors, and suppliers. It would be unfortunate to implement procedures you do not comply with. Security : Add digital security to your management practices: briefing with crewmates and suppliers, use a simple appropriated dashboard that also shows the owner you are protecting his interests. Training : Train your crew on best practices. Training Awareness sessions are available from several providers and offer the required crew awareness (2hr) and management-orientated training for captains and first officers (2-3hr) required by the IMO. Training centres offer training on site, on board or even remotely, i.e., at La Belle Classe Academy – Yacht Club de Monaco you can join courses from anywhere online and interact as if you were in the classroom. Awareness : Spend time with your crewmates to discuss digital security situations. Sharing experiences, debriefing criminal attempts or incidents are excellent easy practices to start a culture of cyber risk awareness at all levels: crew, suppliers, and yacht managers. The next step is to bring appropriate solutions, that’s where you will probably need a specialized consultant. A cybersecurity assessment on yachts is not like a Penetration Test IT technicians use on IT servers for companies. Experts in cybersecurity for yachts must analyse the whole attack surface of the yacht. Of course, the crew and external contractors are part of the attack surface. YachtCyberSafe (based in Monaco and Nice) has developed an approach that fully complies with IMO’s requirements and provides results easy to implement and essential: good practices, procedures, awareness, a toolkit for crewmates, and a captain’s dashboard. Most common mistakes to avoid Be careful, the first common mistake is to focus on the usual computer equipment (navigation, PC, servers, CCTV ...), but the entry points for criminals are generally on everyday applications or common objects: smartphones, audio-video on board, Wi-Fi, emails, connected objects ... So, spending money to strongly secure your servers or systems will be useless if criminals can easily access critical information on crewmates’ smartphones (countless ways for criminals to access information thanks to smartphones; the most popular and cheapest way is phishing) or if crewmates or suppliers are using weak passwords (don’t smile, in 2022, most popular passwords remain “qwerty”, “password”, “0000”, “12345”, “11111”). How to act - Be pragmatic You have many powerful quick actions on board to digitally secure the yacht and crew without buying new IT services and devices. In other words, before adding a new lock on the armored front door, start checking if there are windows open, and close them. You’ll probably need support or consulting to guide you, but not IT technicians. When you are selecting your advisor, pay attention to choose someone who is independent of your systems or technology managers on board. For IMO, personnel conducting internal audits of the security activities shall be independent of the activities being audited (Source ISPS Code, Part A / 9. Ship Security Plan). Digital security is first and foremost a management issue As masters of the yacht and crew, captains need to have a global and precise understanding of the digital perimeter of their yachts and to have a simple dashboard to monitor the situation. Captains will probably delegate the implementation of solutions to other officers or external contractors. Yet, it is critical for them to monitor and challenge people dealing with digital systems. Digital management does not require IT skills, but a culture of digital security and good practices. This is essential to meet IMO’s requirements. For IMO : “Effective cyber risk management should start at the senior management level. Senior management should embed a culture of cyber risk awareness into all levels of an organization and ensure a holistic and flexible cyber risk management regime that is in continuous operation” [2] Strength of the IMO approach If you decide to implement the holistic approach that IMO requests, you will have full coverage of the cyber threats, be compliant with the IMO 2021 regulation, and will optimise your budget and resources for the best result for the owner and guests’ cyber protection.   • MCA releases MIN 655

    This MIN provides information on the change to the format of STCW Certificates of Competency and Flag State Endorsement / Certificates of Equivalent Competency issued by the MCA, including sample images of the new certificates as well as information on changes to the application process that seafarers should follow to obtain and revalidate certification from the MCA. MCA releases MIN 655 To All news 22 March 2021 Commencing in January 2021 the MCA will begin issuing full certificates with a five-year validity. The certificates will be issued in the new format, as shown in Annex A, and will be a resumption in the issuance of physical certification by the MCA. All NOE and Revalidation applications need to be sent to the MCA by email. You need to have your Digital SRB available in your profile before you can apply, so that you can download it and include it in your email to the MCA (please do not copy PYA in the emails). If all your required sea time (or part of it) is in a physical SRB, please contact us for a digitally stamped copy of your physical SRB so you can send that by email instead of by post. If you are applying for your first NOE (first MCA CoC), then you need to send your original documents to the MCA by post as well (except the D-SRB of course) to the address that follows. If your application requires the submission of a Training Record Book (TRB), the original physical TRB will need to be submitted to the MCA. Supporting documents must be attached to the ‘application email’ directly, or within a ‘.zip file’. They are unable to accept ‘.rar extensions’ or links to file-sharing services such as OneDrive, Google Drive or Dropbox. Your application may be selected for screening.     EU MRV and IMO DCS have been developed in the context of reduction of greenhouse gases (GHG)/carbon dioxide emissions, with the target to measure, and potentially reduce the CO2 emissions in the maritime industry. Reducing CO2 emissions in the maritime sector - IMO DCS and EU MRV To All news 27 June 2018 EU MRV and IMO DCS have been developed in the context of reduction of greenhouse gases (GHG)/carbon dioxide emissions, with the target to measure, and potentially reduce the CO2 emissions in the maritime industry. Whilst the EU MRV (Monitoring, Reporting, Verification) scheme, which has been in place since the beginning of this year, focuses on shipping activities to, from and within the EU area, the IMO DCS scheme covers emissions from shipping globally and comes into force on 1st January 2019. Both regulations only apply to vessels of 5,000 GT and above. According to Superyacht Intelligence , this is currently the case for only 33 yachts, however as the industry continues to grow, we will see this number rise and more yachts needing to comply.
