    Now that the Covid-19 lockdowns have been eased in Europe and some Caribbean yachting centres, most yachts are focused on returning to some type of “normality”. Whilst some boats might already be cruising, or due to depart in the next few days, others might not see such an immediate return to active yachting.  Training - How to spice up fire drills onboard To All news 25 June 2020 Now that the Covid-19 lockdowns have been eased in Europe and some Caribbean yachting centres, most yachts are focused on returning to some type of “normality”. Whilst some boats might already be cruising, or due to depart in the next few days, others might not see such an immediate return to active yachting. There are two considerations to bear in mind. Globally, we have not seen an instant return to the pre-pandemic world as we knew it. The hospitality industry, of which we are a part, is in parlous straits, and no leading analysts are forecasting a full recovery in less than 18 to 24 months from now. International air travel continues to be restricted. St. Tropez with 50% capacity and social distancing in bars and cafes, with service staff wearing masks and gloves, might not feel like the old St. Tropez. The same dampening of destination ambience will apply all across the Mediterranean. So, we might experience some reduction in out-of-port cruising activity this summer. The other consideration is that the easings are tentative and come with a warning that a secondary spike in infection and mortality rates may mean a return to local or general lockdowns to try to contain the second wave. So some planning is advisable in case we might see more of the same lockdowns in the year ahead. This does not have to be a glum prospect. There is an opportunity here to develop a culture of mentoring on board by encouraging the creative talents among crew members. The same creativity and artistic skills which make theme nights a charter success can be applied to training in disaster preparedness. To illustrate, while basic drills are fundamental to effective emergency responses, embodying some drill aspects into a theatrical scenario that could actually happen adds a new level of teamwork. For example, fire drills tend to be repetitive and do not recreate the experience of the mandatory fire fighting courses. But a surprise themed drill can go a long way towards sharpening the edge of responders. How to run a surprise themed fire drill One tried and proven example is for the captain to conspire with the chief engineer to set up a realistic morning fire drill for the crew. Here are the simple steps: Captain and Engineer on standby to isolate and shut off power to all lighting, including emergency lighting, in the crew area. In the early morning darkness before their normal wake-up times, block all exits except for the emergency exit with chairs and set up strobe lights wrapped in red rags. On a couple of laptops have YouTube running with clips of burning buildings. Load up the toaster, burn the toast, call the chief on the radio to shut off power, and retire to a dark corner as the fire alarm sounds. As half-asleep and half-dressed figures emerge and smell burning, yell “Move! Move! Get out!”. The unreal lighting is disorientating. Is it real or a drill, but the captain is urging them to get out fast. Observe. Who are the quick thinkers? Who leads the way out? Who thinks to check all the cabins for anybody left behind? When everybody reaches the assembly point the exercise is over. Later in the morning, conduct a debriefing to bring up lessons learned, and suggestions about ways to improve future fire drills. For a change it will be the crew, not the captain, doing all the talking. Endless variations can be played on this theme. By giving crew (single or in pairs) the opportunity to create, write and direct any type of scenario which can be worked into routine drill schedules, it will help get further buy-in from them. They will become more capable and confident in their safety roles and will start to develop their own leadership skills. This example is intended to stimulate crew to produce their own scenarios so as to maintain a high level of interest and involvement in safety drills. We will follow up next week with some ideas on preparing engaging first aid drills and preparing for annual audits/surveys, including specific chart exercises. Rodney A. The paper side of this requirement, namely the insertion of new procedures into a current SMS, or the writing of a separate cyber SMS, only goes part way to meeting the intent of the IMO Resolution. The operational aspect is another story. The operational aspect is another story. Yachting is a special sector of the maritime industry, in that the onboard entertainment systems, wifi stability, and uninterrupted connectivity, are deemed of equal importance as, for example, essential navigational data and machinery monitoring. One of the yacht’s entertainment channels may display position, route, speed, ETA, weather and other associated information. So essential data becomes mixed into entertainment, creating an infotainment scenario. Coming into this mix is whatever unmonitored external data streams are being sucked in by crew and guests. Accordingly, whoever has responsibility for a yacht’s AV/IT systems has two tasks. The first is to maintain the functioning of all units associated with entertainment and with communications/connectivity. The second is to detect and prevent malicious interference with such functioning. There is at present no recognised training programme nor any flag-approved qualification for AV/IT personnel in any sector. The IMO has published guidelines on achieving cyber security, but there are at present no flag-approved cyber security qualifications. The UK MCA has published a Code of Practice, but there is no mandatory training. The MCA’s ETO COC for the merchant service is totally irrelevant to the peculiarities of the yachting AV/IT field. All that is available at present is an ad hoc assortment of online self-learning, onboard induction by equipment manufacturers or installers, and some useful classroom courses which have no official sanction. The PYA, approached the Merchant Navy Training Board (MNTB) two years ago with a proposal to submit a non-mandatory AV/IT training matrix for yacht personnel, with sufficient credibility to attain formal MNTB recognition. Early work was interrupted by the C-19 pandemic. Recently a well-attended Zoom meeting was chaired by PYA Director John Wyborn to invite industry players to contribute ideas towards giving a recognised status to yacht AV/IT personnel. A small focus work group has now been assembled to produce a draft proposal for yacht AV/IT training and recognition. There is a general consensus that some core knowledge will be essential, but the time and monetary commitment required for mandatory classroom courses should be circumvented by using an online modular approach, incorporating some of the initiatives referred to above. For many positions on board yachts, AV/IT skills are a sine qua non for employment. The immediate intent of the PYA and partners in this enterprise is to give AV/IT yacht personnel official recognition of their skills, thereby enhancing career prospects and providing a negotiating base for appropriate salary compensation. In the longer term, the speed of technological advance and its concomitant vulnerabilities will force the IMO to mandate formal training to cover the AV/ITsystems on maritime mobile platforms. By that time, we intend to have in place an empirically tried and tested effective training system which will defend the yachting sector from such IMO over-reach as occurred during the drafting of MLC, 2006. Accordingly, any input from any crew member in any department about how to develop an approved AV/IT (Yacht) Certificate of Proficiency (COP) will be welcome. Think big, think outside the passive classroom setting, think about any personal lessons you may have learned from online instruction during the past 12 months, think for example about ways in which you can demonstrate and upload your skills, or record and transmit a successful solution to a technical AV/IT problem, to a remote monitor/instructor who can credit your work towards issuance of such COP. All submissions will be acknowledged, with a follow-up acknowledgement if any suggestion is incorporated into the final approved matrix.     Following the mailing we sent out earlier this year which called for our members to join the war against the use of single-use plastic, the not-for-profit organisation, Clear Ocean Pact, has received a positive increase in the number of yachts and crew who signed up. Included, was a well-known 107m yacht which the organisation is hoping will have.. The organisation’s Founder, Richard Orme, is hoping to get 1,000 superyachts signed up to the initiative by November 2020. With 52 yachts and >575 crew already committed, the organisation still has some work to do before reaching their goal.     Four buoys are now operational in Cannes and Antibes and available to book through the DONIA App. This new device avoids the immersion of concrete blocks and limits the impact on the bottom. UPDATE - Installation of Mooring Buoys To All news 9 August 2022 Four buoys are now operational in Cannes and Antibes and available to book through the DONIA App. The Donia Mooring boxes are designed to support 10 tons of forces (the tension exerted by a 70m yacht undergoing a 50km/h wind). The anchoring system is composed of a metallic frame fixed on the bottom. This new device avoids the immersion of concrete blocks and limits the impact on the bottom. They are located: • Buoy N°1 - NW of Sainte-Marguerite island under the Royal Fort • Buoy N°2 - SW of Sainte-Marguerite island in front of the “Pointe du Dragon ” • Buoys N°3 and N°4 are located in the Gulf of Juan The installation of 11 mooring buoys is still planned for the near future. These buoys will be located mainly in the bay of Eze/Beaulieu-sur-Mer and Golfe-Juan. These buoy systems can be booked directly on the Donia application. The booking procedure can be seen here .     Foreign yacht passengers arriving in the Arab Republic of Egypt will have the option of applying for a new tourist residence permit, which will be valid for three months as opposed to one. © Rafał Danhoffer Foreign yacht tourists to Egypt will be granted new three month visa To All news 14 August 2023 Foreign yacht passengers arriving in the Arab Republic of Egypt will have the option of applying for a new tourist residence permit, which will be valid for three months as opposed to one. The validity term of the tourist visa for foreign boat visitors is being increased from 30 days to 3 months in order to support the efforts made by the Egyptian government to address all the issues and challenges faced by foreign yachts visiting ports and tourist marinas on the Egyptian coastline. The decision was made in response to potential issues that foreign yacht visitors might encounter, such as changes brought on by the environment or unexpected events (e.g., severe weather or mechanical issues that prevent the yacht from leaving), as well as the yacht's inability to commit to leaving the country at the appropriate times to meet the needs of safe sailing for its crew and passengers. His Excellency President Abdel Fattah El-Sisi, President of the Republic, announced on 17/5/2023 to maximise the state's resources to the concerned ministries to take the necessary actions regarding the extension of the validity period of the tourist visa for foreign yacht visitors to be 3 months instead of 30 days in an effort to maximise foreign yacht tourism to the Arab Republic of Egypt. In order to put this into action, the Ministry of Interior (General Directorate of Passports, Immigration, and Nationality) made a decision in this regard, and the Ministry of Foreign Affairs issued instructions to all Egyptian embassies and consulates abroad, allowing foreign visitors arriving in the Arab Republic of Egypt on board foreign tourist yachts to stay as tourists for an extended period of three months. Foreign yachts are invited to make their application through Egypt’s online Maritime Transport Sector portal, where visa registrations are managed. You can access this here .   • Anchoring in the French Med - New regulation (16/06/22)

    Antibes, 20th June 2022 - Last Thursday, the Prefecture Maritime issued a new regulation regulating the mooring time for ships in French Med territorial waters (link to the regulation in the article). Anchoring in the French Med - New regulation (16/06/22) To All news 20 June 2022 Antibes, 20th June 2022 - Last Thursday, the Prefecture Maritime issued a new regulation regulating the mooring time for ships in French Med territorial waters The Regulation According to existing regulation (Art.3): - All yachts exceeding 80 meters are required to seek anchoring authorisation by calling the CROSS. These authorisations are provided for 24 hour periods, renewable. - All yachts exceeding 45 meters but less than 80 meters are required to declare anchoring intentions. Art. 4 introduces the new regulation: Art. 4.1 and 4.2 indicate that yachts smaller than 45 meters are not required to seek authorisations or declare anchoring intentions. They can anchor for up to 72 hours, renewable. They must maintain appropriate watch. What should be Art.4.3 (there are two Art. 4.2. - obviously a typo) introduces the real important matter: "The duration of the anchoring can be reduced by maritime authorities for reasons related to maritime safety, traffic or environmental protection". Analysis of the new regulation by the PYA CEO We understand that this new regulation is not targeted at professional yachts but to smaller vessels owned by holidaymakers who leave their boat at anchor for weeks or months with no crew or no watch. This is also targeted at a number of well-known vessels at anchor for months or years on end (there is one of these in the bay of Golfe Juan). For the past couple of years, the PYA has been developing and cultivating a very good working relationship with French authorities in general and with the Prefecture Maritime in Toulon in particular. PYA members may remember that, during the last summer season, a number of yachts anchored in prohibited areas, mainly contravening the recent Posidonia anchoring regulation. Several of these yachts were repeat offenders, anchoring many times over a few days, in prohibited areas. During this period, the PYA and the Prefecture Maritime held a number of informal discussions on the matter. It appears that there were a fairly large number of instances when the authorities attempted to contact contravening yachts and found the yachts were not maintaining a proper listening watch. This new regulation may be used to prevent yachts not maintaining appropriate watch (e.g. not responding to VHF calls), from staying in the areas. Recommendation from the PYA Whenever possible, the PYA contacts yachts identified by the Prefecture Maritime as contravening regulations, to seek “their side of the story”. We did obtain confirmation from a number of captains that they “did not hear the radio calls”. One of the captains received a warning from the Gendarmerie Maritime who informed him that should he be caught re-offending repeatedly the Posidonia anchoring regulation OR not maintaining a proper watch, he would be banned from working in French waters. France is a country known for many things, one being the fact that they keep churning out new laws and regulations on a constant basis. To All news 9 January 2020 The Seafarers' Charity , the UK charity for those who work at sea, has released its new ten-point manifesto which sets out the charity’s commitment for seafarers’ safety and welfare before, during and after their careers. According to Seafarers UK CEO, Catherine Spencer, ‘This manifesto summarises what we are working on and what we want the maritime industry to consider, putting seafarers at the heart of decision-making.’ The Seafarers' Charity asks that seafarers: Be kept safe and return from their seafaring voyages without experiencing accidents or harm Be supported to train and develop careers working at sea Take care of their families and dependants during long periods away from home Feel less lonely or isolated when working at sea, through maintaining connections with family and dependents ashore, as well as having access to onboard initiatives Access free, high-quality welfare services, which respond to seafarers' and their families’ needs with respect and dignity and engage their views on the design and development of services Access independent advice, information and support via their preferred delivery channels such as face-to-face, telephone, web chat, digital tools, social media or self-help literature Be provided with regular welfare breaks in respect of hours of work, shore leave, length of journey, etc. in order to reduce fatigue and to maintain their health and wellbeing Thrive and have their uniqueness respected within a culturally diverse working environment without fear of bullying or harassment. This includes equality of opportunity and respecting language, food, religion, and behavioural differences Transition from sea to shore. This includes supporting the provision of short-term accommodation and other welfare and support services aimed at adjusting from working at sea Obtain dignity in retirement through access to financial security, appropriate accommodation and a network of support from maritime welfare charities.     The PYA is dedicated to equality and diversity within the yachting industry. To further contribute to the development of diversity within the industry, we have decided to sign the She of the Sea Pledge and have committed to diversity not only within the industry but internally within the PYA. PYA Becomes She of the Sea Signatory To All news 12 November 2020 She of the Sea was founded by Jenny Matthews, a qualified Officer of the Watch, who aims to connect and empower women working in yachting and those who support them. In addition, she hopes that She of the Sea will cultivate equality, realise potential and celebrate diversity. She of the Sea has collaborated with organisations and schools engaging young women, such as the 1851 Trust, the official charity of INEOS Team UK, delivering science, technology, engineering and maths (STEM) events to young women. They are regularly invited to speak publicly including speaking at UK’s women's Trade and Union Congress 2019, with frequent contributions to leading industry publications and their growing community of followers, She of the Sea is uniting the industry behind its vision. What is the She of the Sea Pledge? The Pledge is a commitment by She of the Sea and signatory organisations to work together to build a diverse and inclusive Yachting industry.     Get access to the PYA's SEA contract templates, specifically designed for crew working on non-commercial vessels. PYA Develops SEA Contract Templates To All news 26 October 2021 From surveys and cases handled by our confidential Member Assistance Service, the PYA has become aware that there are many seafarers, especially those working on smaller yachts, that have inadequate employment contracts or, even, no contract at all. We are also aware that some Captains are not using employment contracts and would like to introduce them but do not know how to do so. It is for these reasons that the PYA is offering two 'contract templates' that can be used to create an employment contract suitable for each particular situation or individual. Please note carefully that these templates are only for use on so-called 'Pleasure Vessels'/yachts not operating commercially.
